Police payroll relied on manual rosters vulnerable to ghost employees and duplicate identities, with no reliable way to confirm that the officers being paid actually existed and were on active duty. SmartFusion, in a joint venture with Agile Vectors, delivered a web application covering organization hierarchy, role-based administration, employee and guarantor registration with a Manager and Donor approval workflow, and payroll creation, approval, and disbursement to employees' mobile accounts - paired with a Windows desktop app that captures fingerprint, iris, and photo biometrics in the field, in both online and offline modes, so every payment maps to a verified, active officer.
